While the more elites can be lower than that, especially with how powerful heroes can get. Usually tw doesnt show them at their largest size in their trailers. You can increase them in option yes like in all total war. Very simple, if you put super ultra unit sizes in game you end up exponentially increasing the number of complaints about the game being laggy and unoptimised as there are thousands of Total War players out there craving for massive battles without understanding just how much processing power is required for that. I'd love battlefields with thousands of units at once but my computer can't handle that. Isn't the reason its not to keep the system requirements lower?
